It's a site to keep track of your characters' progress. The idea is that you add your chars to CharPool, and it'll periodically check their Armory profiles for updates. You can annotate the progress with screenshots, IC and OOC tweets and blog entries, which will be shown on an ever-growing timeline along with your achievements, reputation, level changes etc.
CharPool also sports some basic guild support (think ad hoc Twitter guild groups). It's something I plan on extending in the not-so-distant future. Additionally, there's a "favourite users" feature to keep track of friends and foes.
Full disclosure: it's my own site. I suck at marketing my own stuff, and have a hard time reaching my audience. :)
